Is my tree infected again ?

    Hi, is my tree infected again?
    I don't know what tree it is, but this happened the last autumn.
    The little caterpillar didn't appear this spring so I'm too naive to think the nightmare is over.
    This appear a week before and did not affect a large area, but I think I need to act now in order to prevent it from getting worse.
    So what is this tree and how can I help my tree? Thank you very much.

    Early next year, before the tree breaks into life, spray it with a solution of 5ml of Neem oil, and 2 ml of washing-up liquid in a litre of water.
