I planted this quite a few yrs ago, I think it’s a hebe that blooms with white flowers. However, it’s looking pretty lifeless with just one small green section/branch. What’s the view? Do I give it more time, or attempt to revive? Or cut my losses?

Hebes usually respond well to being cut hard back as long as the stem is still alive. If they're cracked and brittle, they're dead! Only you can decide whether you think it's worth it

    I'd say its mostly dead.

I dont think it will ever become a nice plants to look at.

I'd take cuttings from the live part and when rooted get rid of it.
