Mixed schools of thought on this - should I chop it down now and if so how far? Or should I just leave it as is?

Well I gave it a haircut anyway :)

Left about 4-5ft on and see how it copes with the winter

Not sure what a Japanese fuschia is, TBO, Loofah. Maybe no-one else is either?
The bush fuschias I know have to be razed to the ground regularly to stop them engulfing the house.

Ahh, one of those! I think it's up to you - if you cut right back you'll get a smaller, fresher plant next year. If not, you'll end up with a tall thicket. I think they are pretty tough, having said that, mine died!
