Grass plants can grow to be quite substantial.
Each seed does put up a single leaf initially, but once it grows to be more mature and more leaves develop it usually gets to be around an inch in diameter, and if allowed, much more. This is how a lawn "thickens", and the grasses fill out and take up all available space.
A single germinated seed per square inch will give you a lovely thick lawn in a few months. We put down a bit more than that though as some won't come up and some will get eaten!
This is why you should never be too worried that a new lawn looks a bit thin, as the grass develops and fills in gaps really well.

It is a good idea to cover the seed lightly with a bit of soil or compost, as they will do a bit better if they've got a bit of soil to root into. This will also help stop them from drying out, especially in hot weather.
I often see folk just put grass seed on top of compacted soil, and wonder why the seeds just sit there and die!
