Then should be planted out when they are pencil thickness - probably around July.

Most seeds "stop" after germinating. The seed contains enough energy to throw up the first pair of seed leaves (for dicotyledon plants), or in the case of (monocotyledon) plants like leeks a single leaf.

The plant then has to get roots down and start the whole process of making its own energy, as the fuel from the seed has been used up, so they seem to sit & wait for a while.

I think they will be fine - although I plant mine in a container deeper than 5cm - but I think 5cm will be enough.

Thanks Kristen just worried the tray was to shallow, should be enough food to get them to pencil thickness as i buy my John Innis in feb and mix some Growmore with it in my wheelbarrow.
Leave it to weather for about 6 weeks and then use it for my seedlings

Wouldn't do any harm to feed them with a liquid feed once they are a bit taller and have come on a bit. Phostrogen or something similar.

I feed most plants that are in seed trays once they are a couple of inches or so high.

Why do you mix growmore with JI Micky V? and why leave it to weather for six weeks before using it?

The six weeks of weathering is just allowing the fertilizer to wash out the compost, especilly growmore which is very short term stuff.

Sounds like a recipe for making your own ... rather than shop-bought bagged compost. Bagged compost should contain everything needed - at least for the first few weeks, then of course you need to feed the plants when they have used up all the nutrients.
