I am landscaping a pub garden, and will be adding lots of very fragrant shrubs/plants

I have space for 8 bush roses, that will get full sun, and will be against a low picket fence bordering the pavement/sidewalk

I want to use the same roses for the bed, but want a rose that is a repeat bloomer, and that has a very strong scent, as there will be several benches nearby

I have one in mind .... David Austins Gertrude Jekyll

is there a better stronger fragrant rose?

herewith a pic of the area where the roses will be planted ...

I quite agree with your choice of Gertrude Jekyll. It has won numerous polls regarding fragrance.
However, when it comes to strong fragrance which carries for yards on all sides, it is hard to beat the hybrid musks. My alltime favourite is Felicia.

We have Gertrude Jekyll and ours is a climber so have it on the garage wall where it can grow with no problem. The scent is very good as well:smile:

For me it has to be 'Deep Secret' a very deep dark red that we have in a border by our front door and the smell is fantastic so a bed of these would look good although I can't remember whether it is a repeat bloomer though:snork:

Will anyone smell the roses, through the haze of tobacco smoke ?

comte de chambord, lovely old-fashioned scent, great along a hedge and just keeps on coming. Only downside is that the stems are quite prickly but maybe not a bad thing for your setting
