I have some hard landscaping about to start but have some plants I want to save, namely a rose (small, about 2' tall) a hardy fuchsia and a couple of euonymus (also small) - can I lift and transplant them now?

What's the alternative? If it's that they'll be dug out and thrown away then yes you can absolutely move them :)
Get as big a root ball as possible and when replanting make sure they're really well watered for the rest of the season

You might also cut them back a bit so they don't wilt too much. They'll probably recover in a few weeks. I'll be moving an Acer soon and I'll be cutting it back quite a lot.
If the weather turns warm (a big IF !) you might shade them from the sun with something until they settle in.
