Solved Multi-stemmed plant. What is it?

      I think that might be it! Not all of the stems are arching and i haven't seen it in flower. But yes. Thanks @Silver surfer and @Tetters !

      It looks as if it may be rather shaded.
      It has grown leggy to reach the light.
      Any chance you could move it into the open...in sun.
      Prune it back to 6" in the autumn...move it...
      No flowers in 2019...but should be far healthier happer/flowering by 2020.
