Woo, just a couple of ideas.
First, I have an escallonia hedge with similar looking problems, I've put it down to the cold winter. The same happened the previous year. Each time it has shed the leaves and produced new ones, but very slowly. Having said that, I can't be 100 per cent certain as I've found woodworm close by in another shrub this spring. I haven't detected any yet in the escallonia. The hedge hasn't looked very well this last two years, I'm hoping it will fully recover.

Second, could it be lack of water.

I hope I'm wrong but it could be yellow mottle leaf virus. The bad news is there doesn't seem to be a cure for the virus :(

Presumeably you've ruled out over/under watering and tried an ericaceous feed? Is it sat in direct sunshine?
