Solved Name of this shrub please

    I'd like this in my garden but don't know it's name (this one is in my next door neighbour's garden). The blooms look like hats fit for Ascot!

      Why? Is it problematic? I'm just looking for something that colour that's not too dense in appearance and puts on height quickly.
