I saw this plant near a local gym and it looks very exotic and beautiful
It looks rather like Mahonia eurybracteata. One of the nicest Mahonia species.

Unlike the other Mahonias Soft Caress is not hardy.
Ooh! I didn't know that. I have often seen it in garden centres RHS link below says hardiness 4..ie hardy through most of UK. -10 to -5. Is this info wrong? Mahonia eurybracteata subsp. ganpinensis 'Soft Caress' | Oregon grape 'Soft Caress'/RHS Gardening
I have seen plant labels suggesting -5c maximum hardiness but different suppliers give out different info, I occasionally get -6/7c's even down here in winter (I'm in a frost pocket) so I wouldn't plant one out. I would like to know if they have survived -10c!
