Need new lawn

Hi,

I am new to the site and am a useless gardner. I have a lawn that is currently a mess mainly covered in moss and weeds and would like it to improve! I was thinking of hiring a lawn turf remover but can't really afford the expense and also would struggle to get the machine through the house as the garden is enlcosed.
Would it be ok to just put a decent amount of top soil over the existing lawn and turf over the top or would this bad turf just grow through the new one? If is imperative that I remove the old lawn what would be the easiest (and cheapest) way of doing this?
