How long ago did you dead head them? Has your weather been cold/ cloudy, and do the plants look healthy? Theses things might affect flowering.

I dead headed them about a fortnight ago, The weather has been pretty rainy and yes I suppose cloudy, the leaves are healthy looking though. Should I just be breaking off at end of the stem or further down.

It is possible you have nipped off some buds as well as seed heads while deadheading. If the plants are otherwise healthy they should come back with vigour providing they have enough light. Winter pansies can also receive a shock between nursery, transport, point of sale and planting out (supermarkets are dreadfull!) and this can affect their blooming. Have patience and all should be well.
