Paulownia too late to copice ?

Hi All,

My Paulownia is about 20 feet high and starting to lean in to next doors garden , do you think its too late to copice , no sigh of new growth yet , plus when it does regrow I will have massive leaves.

thanks Sheal very useful so looks like I just caught it in time , I did cut a small side branch off to see if sap was rising and NO its not.
