I have been using PayPal for over 14 years now . I find it a very safe and convenient way to purchase things online without giving your credit card details. Now I bought something on Saturday opted to use Paypal and it added a 3% surcharge ! I then opted to pay by card. I know surcharges on credit cards have now been stopped , but I have never seen one on Paypal ?

I don't use PayPal but Mrs Shiney does and says you need to set you PayPal account up as 'Family and Friends'. Apparently you don't get charged under that setting but will get charged otherwise.

My wife uses PayPal and according to their site it says:

Sending and receiving money. It's free to use PayPal to send or receive money between friends and family in the UK, as long as the payment is funded by a bankaccount, debit card or PayPal balance, and no currency conversion is involved. ... If you use a credit card to send money, a fee of 3.4% + 20p applies.

That seems to say that when using a credit card through PayPal there is a charge even if you're on 'friends and family'. Mrs Shiney hasn't found they have done that - yet - so don't tell them about her :). She always checks her account and it hasn't happened. Maybe it's a new rule.

I get charged if clients use a credit card to pay me via paypal, but it's cheaper to pay the one off fee than have it set up thru the bank.
