First one is an Eryngium agavifolium, spikey so and so, but does well in my garden; yours looks to have narrower foliage than mine, but mine are all slightly different as they were grown from seed, pollinators love these.

      Edit
Yep, beaten to it whilst squinting at the second picture!

I agree with the first and can't really make out the second very well but the leaves and colour do have a young buddleja look to them.

Nailed it on the first one, thank you!

I'll get a couple of better pics of the second one. Don't think it's a buddleja, but can definitely see the similarities in in the leaves.

My first thought was Buddleja for the second one, maybe colvillei, but couldn't convince myself with either possibility.
More photos might help, or wait until it flowers.

Here's a couple more pics, I'm not sure it makes much difference though. Like you say, might just have to wait until it flowers.

I'm still guessing buddleja from those pics. It looks like it's next to a mature specimen which self seed readily.

With the new photos I'd go with self seeded Buddleja as well.

I'm not convinced it's a Buddleja davidii, which would have flowers now. If it is a Buddleja, I would guess one of the newer hybrids, 'Blue Chip' possibly. A terrible plant which doesn't flower until the autumn - seeing the flowers is the only means to identify plants like this.

Time will tell re flowers/accurate name
My next door neighbour hates to let her shrubs grow too big and is for ever pruning them.
Then wondering why she doesn't get any flowers!
Is it possible the mystery shrub was hard pruned last year
          ......................................................................

Think we are all agreed we need to see flowers.

Buddleja colvilei is not completely hardy in UK.

Ok, yes, it's next to a mature buddleja, but it's definitely not self seeded. It was found in a pot at a lockup, brought home and planted.

The leaves, especially the new ones, do look like a buddleja, but they're much smaller and closer together. About 1/3 the size, if that, which is what was confusing me. It's also quite a compact bush, rather than a long buddleja shape. So maybe a different variety.

I guess we'll have to wait for the flowers, although it was in a sorry state and only planted out a week or so ago, so not sure if it's even going to flower this year and I can't see any signs of flower yet.
