i have had a tree peony for three years and it looks very vigorous but hasnt flowered yet and also a low ground cover juniper which looks exactly the same as when I bought it four years ago. Everything else in that strip of garden seems to flourish shrubs and herbs and annuals.

Do some plants just take it easy?

Hi there Lapod, you mustn't plant it too far into the ground top of tuber must be sort of level with the soil, otherwise they just don't flower for some reason.
From my own experience's with them anyway others might have a different ans.

Hi Lapod,I don't know how true this is but I have heard that it can take up to twenty years for tree peonies to flower, that is why we have never bothered with them,Good luck with yours though [IMG]

I'm not very well up on tree peonies, but,if its a grafted plant it should flower pretty quickly, thats if they still graft them.
If its a seedling it might take a bit longer but I would guess that after three years it should be getting around to it now.
Is it in full sun or at least some sun?
