Pruning neglected but healthy 'Prunus Pissardii' or 'Malus Profusion'

Hi

I've got two of these growing side by side. As you can see the branches over the years have grown long and spindly. Its long overdue for pruning into some sort of shape. Does anyone have any advice as to how I should plan this please ? Also when should I do it ?
