I've just bought rattan cones for the front of the house but they come with inner plastic liners which I haven't used before.Do I need to put drainage holes in these first before planting up and is it ok to put out with primroses with the cold weather still here? Also want to get some summer bulbs for a small raised bed behind small wall around my patio.Which ones are best for not growing too tall (want only about 6/7 inch) but longest flowering time and can I leave in till nt year? Sorry for all questions but really want to make an effort this year :D

yes, you do need to punch holes if they're not already there. Yes - primroses, and bulbs, and maybe someting evergreen to give a bit of height? A little laurel or euonymus looks good, and ivy to trail? How does that sound? Depends on the size, of course - you'll have to make sure it has plenty of compost, and bung in a pellet of osmicote! have fun!
