I have never heard of pre-wetting rope  I would use it dry.

It could depend upon whether the rope is a natural fibre or man made. If man made I wouldn't think it mattered, but if natural then wet rope certainly becomes far stiffer and they may have difficulty tying in the old clove hitch or figure of eight. Arrrr Cap'n.

      Cheers, Tony.

I'm assuming this is to do with whether it might shrink at some stage??

If its natural I'd soak it first, but not something I know anything about, so I'll stop waffling.

I've got natural rope as a barrier around a terrace, it shrinks a considerable amount when wet so I guess that's the idea of soaking it first. I reckon if there's not enough slack it could easily bend the stakes.
