Roses - black spots stems

Hello

I planted a new rose bush last week and now it has black welts or spots on one of the stems - nonthing on the leaves.

Is this still a disease? should I cut it off?

Thanks for the reply, there is nothing on the leaves at all. its just black patches on the stem.
So, is it not black spot then?
