Screening plants

    Dear all,

    I wonder if someone can offer advice on the best outdoor plants that could be used for screening. I've decked my flat roof but now discover I need planning permission. The issue is one of privacy, but unfortunately I'm not allowed any fixed structures, e.g. posts, mesh, trellis or any surface that ivy for example could climb. I am however allowed plants or trees in pots or troughs. Any advice on an affordable solution would be highly appreciated. I need the height to be between 4 and 6 feet or thereabouts and hopefully something that doesn't require too much maintenance.
