seed not growing

Hi, the lawn in my new house was heavily infested with moss, so I raked it out which left a lot of bare patches. I also took out a raised border of about 5 metre square. I applied top dressing and reseeded. So far I have't seen any new growth, it's been about 2 weeks now. Am I panicing too early ? Thinking about starting from scratch with turf.

 

leave it a few weeks and try again. its a bit hit and miss seeding in april
