My brother & his wife have recently moved into a new property with this as one of their shrubs - my brother contends it's a 'weed' because it seems to be quite prolific or fast growing in places he doesn't want, but with awesome flowers like this, I'm sure it's going to turn out to be some perfectly beautiful shrub he should care more about??

It's Leycesteria Formosa, also known as Pheasant Berry or Himalayan Honeysuckle.
It is a vigorous shrub, freely seeding itself everywhere and normally where you don't want it. It needs controlling ie pull up young seedlings before getting established. It is a 'Marmite' plant either you love or hate it!!!
