Something herby this way comes..?

This has quite a distinctive leaf - yet I can't crack it! Little help?

 

You say “herby”, so I’m guessing that it is quite perfumed?
It looks a little like tarragon, But the leaves are a little short and wide for french tarragon. Russian tarragon maybe? (It’s been about 20 years since I’ve seen the Russian, so my memory is a little rusty!)

 

There's no distinctive aroma - my instinct says it's a herb but I might be wrong!
