Each spring I see yellow white and purple flowers over hanging rockery gardens and wall. What are the plants and should I be planting them now?

Probably Aubretia for the blue and purple and Alyssum saxatile for the yellow. White is often Iberis. You could plant them now, but there are better things giving the same effect. Have a look for any of the alpine Phlox subulata/douglassii, plenty of them around in every shade of red, pink, blue (ish) white. Also try some Campanula pulla or carpatica (Watch out for anything called muralis or portenschlagiana, they are THUGS!)
