strange looking rosemary

    I passed near a building recently and along the side of it there was what I could define a "rosemary plantation". But unlike the rosemary shape I recongnize, the plants were all upright like cactuses in the desert. It was quite a sight. Are they like that because there isn't enough light or is is a different variety?
