Hi, I have grown some corn this year but I am not sure when to harvest it, the tassles are nearly dead but the corns are not developed all the way to the end of the cob. also I am not sure if the milk will dry up in the corns or if they have not yet fully developed and will swell some more.

Sounds like they were not fertilized - and thus won't develop now. Quite a common occurrence (pollen stops being produced before the cob has grown to max size during fertilization period, I think)

Peel back a bit further, press a fingernail into a corn and if the liquid comes out milky its ripe.
