I planted my tree (bought from a nursery with the recommended root-stock) as a two year old whip.
I cut it back to three branches and trained two of them left & right to the first wire and the third straight up.
The right hand branch and the vertical one have made good growth but the left hand one (was initially the shorter of the three) only produced one new branch towards the end. Unfortunately this had become wind damaged leaving a bunch of 5 or so leaves at the base.

I have noticed only today that there are signs of two buds developing at the base of the broken new branch. Is it possible that I may be able to train one of these along the wire as a replacement?

    Any comments appreciated.

David, if it is newly planted this year, then leave it alone until next spring. THEN you can decide what to do with it.
