Tree Peony with blackened buds

I have a Tree Peony which has loveley big yellow flowers. I've never pruned it.

This year a lot of the buds have gone hard and black, while some are growing well.

What should I do? I guess it's frost damage. Is now the time to cut back to the nearest bud?

David it looks bad, have you had some hard frost since the buds broke?

If you prune back to a lower bud, I doubt that stem will flower this year, but there is not much else you can do.
