Unidentified caterpillar type pest causing leaves to die back?

Hi, I am new to this forum and a complete amateur. I attach a picture of a bush growing in my garden, until now quite happily. There are small caterpillars on the leaves and clearly something is badly wrong as the pic shows. Any suggestions? I would like to use something eco friendly, as after all they are only doing their job munching through my shrub!
