I live in a new build property and the builders lay the grass and they have lay a little top soil over thick clay so my garden is constantly waterlogged and dead patches in places.

Is there any way to make the grass better and less water logged without having to dig it up for drainage channels?

I agree with Spruce, there is nothing you can do unless you dig it up. Drainage channels are a good idea and digging sand or gravel into the soil will help with drainage too.
