    It's Euphorbia griffithii Fireglow

Usual time to move or divide it would be March/April as it's coming into growth. If you really must move it now I would cut it back and take care with the milky sap which is an irritant to skin and eyes

Just beware, it spreads with underground runners like anything. - But I love it. At some point you will need to dig all around your patch with a spade to cut the runners. I am just getting to that point with mine now, which is in its third year.

As Lovage says this is Euphorbia griffithii. Its a close relative of Euphorbia pulcherrimum, which we know better as the Christmas Poinsettia. If you look closely at both of them the flowers themselves, in each case, are small and white and insignificant. The colour that we see comes from the coloured leaves (or bracts).
