The red berries at the bottom of this picture are seeds from dracunculus vulgaris.

Last year I dried them then placed them in two pots of very sandy soil. One I left out all winter, the other I left in the greenhouse.

    Neither produced one seedling.

Does anyone have any idea what else I can try.

Think I'll try removing the fleshy covering like palm seeds, maybe it's an inhibitor.

    Any other Ideas?

Clean off the pulp under running water first.Soak the seeds overnight and plant in a peat-sand mix or any good sowing mix. If you start them now indoor, will have a longer growing season, getting a bigger tuber at the end of the first season. Not all seeds will germinate the first year, however. If you keep the pot for another season, the following year the ungerminated ones will come up too
