How can I propagate it and would it survive the scottish winter?

I presume you mean the Clematis on the pole?
Which one it actually is is more difficult, there are an awful lot of them in that colour.
They are as tought as old boots (that kind at least, there are some tender ones).
Propagation is more difficult to describe than do. Take a piece of stem cut it about an inch below a leaf joinet and say half an inch above. Remove one of the two leaves. You can get quite a few from one stem.Push the stem into a pot of sandy compost and put on a plastic bag. (The pot, silly, not you!) Somewhere warm and shady is where the pot goes and wait. When/if the thing starts to grow then it is probably rooting.
