Found them all over the stem and along the midrib of many leaves of my orange tree and the nearby basil plant today. The bigger ones are able to be scraped off and are filled with orange stuff, possibly eggs? The smaller ones seem to be too attached to scrape off.

What are they? How do I get rid of them, many leaves are dead already! x
