If there is any roots at base agood chance if not dont think so but you may be able to take fresh tip cuttings to root.

" no roots at all cut over from root!"

    No chance then :(

" how would i take a tip cuttings to root?"

As tree has been cut for several weeks I doubt that will work, and IME sappy conifers, like Pine / Spruce, are difficult to grow from cuttings.

Seed perhaps? Or buy a small pot grown one and grow it on, in a pot, for re-use in future years?

I'd have said the chances are nil! Wait for next year and buy one with a root on. Actually, you might find some rooted ones about now on extra special offer, just a thought.
