It would certainly help, if its rotted. I don't think manure will make them bolt, in fact it would also help with moisture retention as well as feeding them.I'm going to be manuring my Kelsae...

Vegetable seedling transplant problem
I keep my seedling compost moist by using a dilution of camomile tea which helps prevent damping off. I have had fewer failures so far this year.
