    What to do for this sedum? (yellowing leaves)

    I have the same Sedum Simon and leave mine to die back fully. In early Spring you should be able to pull the old stems away gently and will see the new ones already budding underneath.

    The effects of garden lighting?

    That is almost total coverage on the eastern half! Knowing what States lie underneath those lights that have green open areas, I would say much of that light pollution is unnecessary.
