Losing my touch!
Perhaps it is the MPC then. Is it worth experimenting with another type to see if that makes a difference? Another consideration is sun or the lack of, that's made a big difference to early growth...

Mine's against a block wall, soil made very sandy and the only protection it gets is a mulch of old leaves. I reckon it's related to bindweed..even if the top growth is killed off, it'll sprout...

Should I complain to my neighbour?
Enjoy it. As it's a 'montana' you can cut it back after flowering and it will make new growth which will flower next year. They can take over if not kept in check.
