Anytime between now and the end of march should be fine, but avoid doing it when its frosty. Take as much rootball as you can and I would add bone meal to the planting hole, firm in, good water...

If you suspect the water is coming in through the roof FC, is it worth covering it with a tarpaulin or similar for a few weeks to see if that makes a difference?
