New front lawn - when to cut grass

I let mine get to about 4 inches and cut it on the highest setting for the first few cuts. Make sure you have a sharp blade otherwise you run the risk of pulling it out

    Raising a piece of turf

Welcome to the forum. Forget lifting turves. Respectfully. Turves not Turfs. My advice is. Continue to mow as usual. when top dressing perhaps add a little bit more to the lower areas.

    Advice needed on lawn issue.

Welcome to the forum! I too agree with @Verdun . It is good advice. If you dig and do over, you'll only have to go through the hassle once.
