Damp day is a no no as the chemical need to dry on the plant. If you applied it while it was wet the chances are it's not had much success. Also check you have the right amount of chemical to water for use in a watering can.

If its dropped a few inches then I would...cut the grass as short as you can, scarify it if you have any dead grass etc, aerate it, top soil mixed with seed to level the lawn, then seed over the top and tread down. Water it twice daily for 2-3 weeks and you should see decent results.

Agree with It will save you a few bob on soil to as there looks to be quite a lot in those raised beds.
