Gotta agree with JWK and Kris, it does look like it is a compaction problem.. I would agree the lush area was once a probably border as well, so soil not as compacted..

I would buy a grass seed then sprinkle it on the garden and step on the places where you have put the seed. Water regularly and sit back and wait and watch.
