but my Dahlias are left alone! They are an absolute pain (the earwigs) and so darned quick! I have chopped them in half and still they run around

I agree with everyone above. It is Yarrow (Achillea millefolium). More of a wildflower than a weed as such. I have it growing in my grass every year but it is easy to kill off with glyphosate...
