I have a water lilly in one of thoes big plastic containers with handles. There is no pump/filtration and the water is now very cloudy/murky and I noticed tiny little black things swimming around...

Advice re a small wildlife pond
I have to agree with Doghouse Riley. There is no easy 100% way to stop cats from doing anything, so as Doghouse Riley also says, anything will have to take its chances.
