Hozelock reel - rubber washer
The bore must have been seriously compromised. Mine were not Hozelock either but I get full flow to my 50M hose.

Hozelock reel - rubber washer
I had problems with the short supply hose popping off the reel as I was winding it out so I used a brass connector on that end of the short hose....
