Hi Dave,it's actually an hover fly Leucozona lucorum a bulky hover with a 25mm wingspan.
Nigel they can be grown quite easily from seed.
Looks to me as though the tree has been damaged possibly by striming and is making an attempt at growing advantitious roots.
