it is pulsing up and down because of a dirty carb....the white smoke is a result of worn piston rings or in this case I think, to much oil in...
If that machine is outside most of its life you would want to check the condition of the cutting deck....if thats rusted out you will prob spend...
They are ok....you would need to check what hours work is on this model if fitted with an hours clock on the dash?...many mowers are on their last...
