A little advice required!!!

    Those pics appear to show the cultivated plots at a lower level than surrounding paths, which doesn't look right, as they (should) continually get compost, etc. added and rise above the surrounding grass paths.

    I've only seen something similar previously where somebody who had more than one plot skimmed topsoil off one plot to make raised beds on their other plot(s), although I suppose somebody might skim off a load topsoil together with weeds and remove from site,

    I understand your thinking but all the paths are higher on the whole allotment. However the plots above mine were skimmed of weeds with a JCB before I got my plots by a lazy plot holder but the plot in question wasn't in the equation.
